Vanessa Manzetti

Professor in Public Law Institutions Ius/09, Department of Political Science.

Vanessa Manzetti is Professor in Public Law Institutions Ius/09 (public selection sector 12/D1, Administrative Law), Department of Political Science. She was a visiting researcher at the European Court of Auditors (19-20 October 2016). She received the Italian National Qualification as associate professor in the framework of scientific sector 12/D1 – Administrative law. She is also a member of the professor committee of Juridical Science Doctorate at the University of Pisa. Since May 2019, she is the coordinator and professor in charge for JM Module “Protecting the EU’s Financial Interest: the role of European Court of Auditors and the cooperation with Italian Court of Auditors» and Director of the international summer school on “Public auditing and accountability”, jointly organized with the ECA to train EU and national auditors on transformation of audit. She carried out research activities in the framework of the International Symposium held in Poitiers on 9 and 10 November 2017 on “Les regroupements dans l’enseignement supérieur et la recherche”; scientific directors proff. Emmanuel Aubin, EmmanuelPie Guiselin. Les doctorats industriels en Italie : une intégration imparfaite du modèle européen (November 2017 – January 2018). She is the author of numerous publications about administrative controls on the management of local public bodies with a constant comparison with the European legal system.

Sara Poli

Full professor of EU law at the University of Pisa

Sara Poli is full professor of EU law at the University of Pisa (Italy), Department of Political Science where she teaches EU law and the Law of EU external relations. She is currently a member of the Jean Monnet networks EUDIPLO and EUCTER. She has held a Jean Monnet Chair between 2013 and 2016. She has worked for Universities of Rome ‘Tor Vergata’, Trieste and Southampton (UK). She has carried out research with the support of the DAD short term fellowship, Robert Schuman fellowship (EUI), the Marie Curie fellowship (EUI), the Fulbright-Schuman fellowship and the Belgian ‘Vlac fellowship’. She has been teaching assistant in the Department of European Legal Studies of the College of Europe (Bruges). She has published in many areas of EU law, including internal market and competition law, institutional aspects and legal remedies, free movements of persons and EU external relations. She has published in English and Italian.

Cristina Balleis

Law professor at the Faculty of Economics and Law at the University of Applied Sciences Aschaffenburg, Germany

Cristina Balleis is a law professor at the Faculty of Economics and Law at the University of Applied Sciences Aschaffenburg, Germany, which she joined in 2002. After a year abroad in Paris/France (1987/88) she studied for the bar in Passau/Germany with additional training in French and Spanish law. After her Doctor of Laws (1995) and her legal clerkship, she worked six years as a lawyer in Bamberg, Germany. With her colleague Alexandra Angress she wrote two volumes on English civil law. At the university she teaches civil law, public law, EU law and international law. Her research focuses on EU law. Since 2015 she has been the gender equality officer. As such she is part of the university’s management and heads the universitywide office for family’s and women’s affairs.

Aldo Carosi

Honorary Vice-President of the Italian Constituional Court

Aldo Carosi is honorary Vice-President of the Italian Constituional Court, where he was formerly judge and Vice-President from 2016to 2020. He has prepared rulings mainly in the areas of administrative law,public finance, regional law, accounting law, tax law, State liability,in terms of violation of the reasonable time limit of the trial, in termsof State aid. He has been an accounting magistrate of the Italian Court ofAuditors since 1990.Since 2020, he is the director of the School of Advanced Training (Scuola di Alta Formazione) “F. Staderini” at the Italian Court of Auditors.

Pietro Russo

Member of the European Court of Auditors since 1 March 2012

Pietro Russo is a member of the European Court of Auditors since1 March 2012. He is a member of Chamber II — “Investment forcohesion, growth and inclusion”. He has been an accounting magistrate at the Italian Court ofAuditors since 1985; from 1991 to 1992 he was called as an expertto ECA in the office responsible for auditing the European Regional Development Fund. From 1993 to 2003 he was head of cabinet ofthe Italian member of ECA. In 2003 he returned to Italy, working inthe Chamber for the Control of the Administration of the State ofthe Italian Court of Auditors and becoming a member of the JointChambers (Sezioni Riunite).He has been lecturer in conferences and seminars on Europeanlaw, with regard to the control of the European budget and the fightagainst fraud. He is the author of numerous rulings and articlespublished in Italian and foreign legal journals in the fields of civillaw, civil procedural law, administrative law, public accounting, and comparative law and European Union law. He was adjunct professor at the University of Catania.

Luisa Azzena

Associate Professor of Institutions of Public Law in the Department of Law at the University of Pisa

Luisa Azzena (1965) is Associate Professor of Institutions of Public Law in the Department of Law at the University of Pisa. In 2013, she obtained the qualification of First Professorship in Constitutional Law (12/C1). In 2020, following re-evaluation by order of the Council of State, she obtained the qualification for the 2013 round as First-Band Professor in Administrative Law (12/D1). She graduated from the University of Pisa with a degree in Constitutional Law (1989) and received a PhD in Public Law from the University of Florence (1995), subsequently being awarded a post-doctoral fellowship in legal subjects. She attended the Seminar of Parliamentary Studies “S. Tosi” sponsored by the University of Florence in collaboration with the Chamber of Deputies and the Senate of the Republic (1990). She completed an internship at the Court of Justice of the European Community, in Luxembourg, in the cabinet of Italian Judge Prof. Federico Mancini (1994). She became Researcher of Institutions of Public Law (2001) and then Associate Professor (2003) at the Faculty of Economics, University of Pisa, where she taught Public Law, Administrative Law, Public Law of Economics, Regional and Local Government Law, and Territorial Government. He currently belongs to the Department of Law at the University of Pisa, where he holds the course in European Administrative Law and Public Contracts. He also teaches courses in Administrative Law at the Department of Economics and Management of the University of Pisa and in Institutions of Public Law at the University Logistics Systems Pole of Livorno, Degree Course in Economics and Legislation of Logistics Systems. He is a member of the Doctoral Council in Legal Sciences at the University of Pisa. He has lectured extensively and participated in numerous conferences. He is a member of the Italian Association of Constitutionalists, the Pisa Group Association, the Astrid Association, and the Comparative and European Public Law Association. He is on the editorial board of the Pisa branch of the journal Comparative and European Public Law. He has published essays and articles mainly on the protection of fundamental rights, relations between domestic and supranational systems, constitutional justice, and relations between citizens and public authorities. He has participated in several Prin, with publications in collected volumes, on the European Constitution, public heritage and cultural goods, economic and social cohesion policy, university financing, and sources of law. He has produced monographic studies, “Integration through Rights. Dal cittadino italiano al cittadino europeo,” Turin, Giappichelli, 1998; “La rilevanza nel sindacato di costituzionalità dalle origini alla dimensione europea,” Naples, Jovene, 2012; “L’Università italiana. Laura D’Ambrosio

Italian Court of Auditors Counsellor

Consigliere della Corte dei conti dal 2005 collabora con la Scuola Alta Formazione Francesco Staderini della Corte dei conti.

È stata professore a contratto di Diritto dei mercati finanziari presso la facoltà di Economia dell’Università Roma Tre (AA 2001-2002 e 2002-2003). Tra il 2015 e il 2023 ha tenuto seminari presso l’Università di Palermo, l’Università del Molise e l’Università di Pisa nelle materie della contabilità pubblica e del controllo sulla spesa pubblica. Ha svolto lezioni per la Scuola Nazionale dell’Amministrazione e la Scuola di Economia Tributaria della Guardia di Finanza. Professore a contratto per il Master in bilancio, audit e controlli nella pubblica amministrazione (anni 2022 e 2023). Ha collaborato con l’organizzazione della Summer School Public Finances and Audit in Europe organizzata dall’Università di Pisa in collaborazione con l’ECA (anni 2021 e 2022).

È autrice di diverse pubblicazioni nella materia della contabilità pubblica tra cui il capitolo sui controlli pubblici del testo “La revisione degli enti locali (AAVV) di Maggioli.

Francesco Sucameli

Accounting magistrate with training in constitutionalism

Accounting magistrate with training in constitutionalism, with a focus on the process of European integration, in relation to which he earned a first doctorate. After having developed, through long professional experiences, expertise in economic law (banking supervision law and competition law) he came to the accounting judiciary. He mainly deals with issues related to the violation of administrative rules that preside over the financial activity of the state (public accounting). Given the nature of his jurisdiction, he delved into issues related to the public use of private law, earning a second doctorate as part of which he developed a study on the phenomenon of abuse of legal forms for purposes incompatible with the principles of the accounting system. Author of several publications and active scientific popularizer, he is currently Adjunct Professor in Constitutional Law, at LUMSA in Palermo.

Giovanni Coppola

President of the Audit Chamber of European and International Affairs at the Italian Court of Auditors

Giovanni Coppola is currently President of the Audit Chamber of European and International Affairs at the Italian Court of Auditors. He graduated in law at the University of Rome, “La Sapienza” in 1978 with honour. Since 1993, he has been Counsellor of the Italian Court of Auditors, but since 2011 he has been Head of the International Relations Office. Regarding international activity, he has actively participated in the negotiations that led to the insertion in the Treaty establishing the E. S. M – and in the consequent By law, of the provision of an External Auditor. From 1 January 2020 he is delegate for the audit on financial management of the company FSI S.p.A.-Italian Railways Holding, according to the art.12, law n. 259/1958. Among the various teaching assignments, he was lecturer in Summer School 2021 – Public Auditing and Accountability.

Eduardo Ruiz Garcia

Eduardo Ruiz Garcia is currently manager at INTOSAI

Eduardo Ruiz Garcia is currently manager at INTOSAI Development Organization and former member and secretary general of the European Court of Auditors for over thirty years. He is a member of the working group on Audit and Ethics at the European Organization of Supreme Audit Institutions (EUROSAI) as well. He carries out academic activity at the University of Castilla-LaMancha as visiting professor. He is the author of numerous scientific articles on public finance, its implications with ethics, as well as controls on public management.

Maria teresa Polito

President of the Local Chamber in Piedmont Region of the Italian Court of Auditors

Maria Teresa POLITO is a magistrate of the Corte dei conti. She is currently in charge as President of the Local Chamber in Piedmont Region. In her wide and various professional experience some positions have a particular significance and, among them, the main ones that can be enumerted are: 

  • 8/9 March 2022: subscription of a memorandum of understanding with the President of the Chambre Bernard Lejeune agreeing to carry out a joint control on the management of museums in Piedmont and in the French Region of Auvergne Rhone Alpes, with the intention of comparing and evaluate for the two countries different profiles of protection of cultural heritage including financing, management and services rendered to the public. 
  • the Presidency of the Audit Committee of the General Committee for the participation of Italy to EXPO DUBAI 2020; the assignment, in 2016 as a representative member for Italy in the Budget Committee of the Council of Europe for the period 2017-2019 (the appointment has been renewed for the period 2020-2022 and for the period 2023-2025). 
  • within the Corte dei conti she was – moreover – a Member of the Chamber of Audit for European and International Affairs from 2010 to 2017.  
  • Member of the Audit Team of the Italian ISC for the external auditing activities on ICAO – International Civil Aviation Organization, 2014, 2015, 2016

Benjamin E. Jakob

EU Civil Servant at the European Court of Auditors

Benjamin E. Jakob entered the service of the European Union as an official in 2015. He started as an auditor in the area of European Structural and Investments funds at the European Court of Auditors (ECA) and since 2017 he serves as Attaché in the private office of the Italian Member of the Court. Over the years of his career he has been engaged in over 30 audit tasks across all areas of EU budgetary expenditure. Since 2022 he is engaged in ECA’s Chamber I – dedicated to the sustainable use of natural resources. He obtained the professional qualifications of CGAP – Certified Government Auditing Professional in 2017, and CFE – Certified Fraud Examiner in 2018.

Before joining the EU, he dedicated the first part of his professional life to strategic business consulting. With a focus on policy assessment and development, he worked internationally and side by side with academia, including Universities in Germany, the Netherlands and Mexico, where he also served as guest lecturer. Throughout his professional career, he developed an excellent analytical and strategic competence across a variety of policy and economic issues, becoming a concise writer, engaged presenter, eloquent speaker, polished negotiator and trusted executive advisor.

Giuseppe Pisauro

President of the Parliamentary Budget Office and full professor of Finance Science at Sapienza, University of Rome

Giuseppe Pisauro is the president of the Parliamentary Budget Office. Full professor of Finance Science at Sapienza, University of Rome (currently out of tenure). He holds a B.A. in Statistical and Demographic Sciences from La Sapienza in Rome and an M.Sc. in Economics from the London School of Economics. He previously taught at the University of Perugia and LUISS in Rome. He was a member of the Technical Commission on Public Expenditure at the Ministry of the Treasury (1991- 2003) and the Technical Commission on Public Finance at the MEF (2007-2008). Rector of the Higher School of Economics and Finance (2006-2014). He has consulted for national and international institutions (such as the Presidency of the Republic and the International Monetary Fund). His research interests mainly concern fiscal policy, the budget process and government spending programs. He has published in international and Italian journals, such as Journal of Public Economics, International Journal of Public Administration, European Journal of Political Economy, Politica economica, and Journal of Financial Law and Finance Science.

Pasquale Ferro

Senior Director at the Central Administration of the Bank of Italy

He is Senior Director at the Central Administration of the Bank of Italy – Markets and Payment Systems Department and Deputy Head of the State Treasury Service (designated Head of the Service since December 1, 2015).Main responsibilities pertain to state budget issues, state treasury management, public payments and Treasury requirements, and public finance.He has coordinated numerous projects concerning the reform of the State Treasury and, among them, those concerning the implementation of the Telematic State Treasury and the Information System on Public Entity Operations (SIOPE).He is a member of working groups external and internal to the Bank of Italy and has participated in several surveys conducted by the Bank of Italy to survey progress in the diffusion of information and communication technologies in electronic payments and networked activities, with specific reference to businesses and public administrations, as well as to assess the degree of computerization of local administrations.He has participated in seminars, including at the international level, on the issues of public budgeting, state treasury, public administration reform and in the field of ICT diffusion in public administration (e-government) and the payments system.He is the author of numerous publications on state treasury, public payments, innovation and the use of ICT for the development of the payments system. He has also published studies on the history of the Bank of Italy, public administration reform and international competitiveness, state budget and treasury reform, and the use of the information system on transactions of public entities (SIOPE).

Claudia Cinelli

Senior Researcher in International Law

Claudia Cinelli has successfully held a Marie Skłodowska-Curie Action project on the European Union as a global actor in the Arctic Ocean, carried out at the Arctic University of Norway. Currently, she is Senior Researcher in International Law (IUS13) at the Political Science Department, University of Pisa (IT). She has a substantial academic experience both in teaching and researching in the area of International and European Law. She has studied/worked in Italy, Spain, UK, Netherlands and Norway. She has been part of the academic staff of prestigious research projects at European and national levels. She authored/edited 5 books and one special issue published by renowned international publishers. She wrote over 50 pieces published in Journals or in collective volumes.

Alberto Pioletti

Deputy European Public Prosecutor

I was appointed magistrate on 11 April 1995 after having already won several public competitions and having acquired the title of lawyer. 

From October 1996 to December 2002, I worked as Deputy Prosecutor at the Naples Public Prosecutor’s Office, where I mainly dealt with economic and financial crime and conducted complex organised crime proceedings. 

From 2003 to 2010, I was out of the organic role of the judiciary and carried out administrative functions in several offices of the Ministry of Justice. In particular, I served as a magistrate in the office for legislative affairs (domestic and international) and headed the office for international judicial cooperation in criminal matters. In this context, I participated in the work for the preparation of the texts of the most important normative acts in the field of international criminal law at the most important institutions (including the United Nations, the Council of Europe, the European Union, the FATF-GAFI and the OECD).  

From 2011 to 2021 I served as Deputy Prosecutor at the Public Prosecutor’s Office of Rome, where I conducted numerous important investigations for crimes of corruption, fraud in the disbursement of public funds, tax evasion and terrorism financing. 

Since June 2021, I have held the position of Deputy European Public Prosecutor assigned to the Rome office of the European Public Prosecutor’s Office (EPPO), the independent judicial office created with the task of investigating and prosecuting crimes affecting the financial interests of the European Union. 

I have published several articles in specialist journals (“Foro Italiano” and “Diritto e Giustizia”) and edited two chapters of the text European Criminal Law published by Giuffrè in 2006 on money laundering and terrorist financing.

Valentina Papa è Magistrato della Corte dei conti in servizio quale Sostituto procuratore generale presso la Procura regionale Lombardia. Componente del Collegio dei revisori dell’Agenzia delle entrate-Riscossione e sostituto delegato al controllo CONSAP. Membro del Comitato paritetico per l’attuazione del Protocollo di intesa tra il Ministero dell’Istruzione e del Merito e la Procura Generale presso la Corte dei conti. È stata cultrice della materia presso la cattedra di Contabilità pubblica della facoltà di Scienze politiche della LUISS Guido Carli, per l’anno accademico 2021/2022. È autrice di pubblicazioni su riviste specialistiche e di una monografia sull’effettività dei controlli gestionali assegnati alla Corte dei conti. In passato ha conseguito l’abilitazione all’esercizio della professione forense ed è stata Ufficiale della Guardia di Finanza.

Marcello Degni

Consigliere Corte dei conti

Nato a Roma il 20 ottobre 1956, economista esperto di finanza pubblica e di procedure di bilancio, è stato consigliere parlamentare del Senato della Repubblica, ha lavorato per molti anni al Servizio del bilancio, analizzando le manovre finanziarie. Ha collaborato con la Commissione tecnica della spesa pubblica e con il Prof. Piero Giarda presso il Ministero del tesoro nella fase di adesione dell’Italia all’euro. Ha fatto parte della Unità di valutazione finanziaria degli atti normativi, istituita dal Presidente Ciampi, presso la Presidenza della Repubblica. Ha diretto il servizio studi di Sviluppo Lazio e collaborato con la regione Lazio curando la redazione del Documento di programmazione economico-finanziaria regionale (DPEFR), la riorganizzazione delle procedure di bilancio, del sistema dei pagamenti della sanità regionale, l’attuazione della parte finanziaria del piano di rientro, le transazioni con i fornitori di beni e servizi e con i cessionari dei crediti e il rapporto con le agenzie di rating.

Per molti anni ha insegnato contabilità pubblica presso l’Università di Napoli Federico II e la scuola superiore di Pubblica Amministrazione. Attualmente insegna a Roma (La sapienza) e a Pisa (Accademia Navale di Livorno).

Sandro Momigliano

Responsabile Servizio Tesoreria dello Stato

È nato a Roma il 27 marzo 1960, è sposato e ha tre figli. Ha studiato all’Università di Roma, facoltà di Economia e Commercio, laureandosi con lode nel 1984 con il prof. Federico Caffè. Nel 1984-85 ha seguito il corso di economia e gestione dell’impresa presso l’Istituto Adriano Olivetti, Ancona. Nel 1985-86, con la borsa di studio Marco Fanno del Mediocredito Centrale, ha studiato (in qualità di special student) al Dipartimento di economia del Massachusetts Institute of Technology, Cambridge (MA). È stato visiting scholar, tra novembre del 1992 e gennaio del 93, presso il Dipartimento di Relazioni industriali della London School of Economics e, nell’inverno del 2005, presso il Burch Center for Tax Policy and Public Finance della University of California, Berkeley.

Da luglio del 2022 è responsabile del Servizio Tesoreria dello Stato.

Nel 1987 viene assunto come funzionario nella direzione Finanza Pubblica del Servizio Studi della Banca d’Italia. Tra gli incarichi ricoperti vi sono la titolarità dell’Ufficio Politiche del Bilancio Statale e del Debito Pubblico (1993-2000), quella della Divisione Finanza Pubblica (2007-2015). Ha partecipato a un progetto della Ragioneria Generale dello Stato volto a migliorare i modelli e i sistemi di previsione della spesa pubblica (2015-16). È stato Direttore dell’Agenzia Nazionale di Valutazione del sistema universitario e della ricerca (2016-2019) e Vice Capo del Servizio Tesoreria dello Stato (2020-2022).

Ha rappresentato la Banca d’Italia, tra l’altro, nel Gruppo di lavoro permanente degli esperti di finanza pubblica del Sistema Europeo di Banche Centrali.

Ha tenuto il corso Economia Europea insieme al prof. Marcello Messori e al collega Riccardo de Bonis alla Libera Università Internazionale degli Studi Sociali “Guido Carli” negli anni accademici 2015-16 e 2016-17.

Ha scritto numerosi articoli su riviste italiane e internazionali (tra cui European Journal of Political Economy, Fiscal Studies, Journal of Policy Modeling, FinanzArchiv, Applied Economics Quarterly, Public Finance and Management, PSL Quarterly Review, Politica Economica, Diritto ed Economia), riguardanti gli effetti e le determinanti delle politiche di bilancio e numerosi temi specifici di finanza pubblica.
